Dwelling Target Analysis

​The Department of Planning has established dwelling targets to 2031 for all local government areas in Metropolitan Sydney as part of its strategic planning vision for Global Sydney. It achieves this through subregional strategies that cover Metropolitan Sydney.

The Auburn local government area has been allocated 17,000 dwellings as per the West Central Draft Subregional Strategy. Of this figure, 6000 dwellings have been allocated to the Olympic Park - Rhodes Specialised Centre. Because Sydney Olympic Park Authority land is excluded from the Draft Auburn Local Environmental Plan 2009, this Dwelling Target Analysis investigates Council‟s ability to meet the remaining 11,000 dwellings within its local centres and infill areas.

New South Wales Councils are preparing new Local Environmental Plans (LEPs) on account of changes to the NSW planning regime over the recent years. The main function of this analysis is to directly inform Auburn Council‟s new LEP the Draft Auburn Local Environmental Plan 2009 (ALEP 2009) which will have a five year life span. Specifically, whether residential land within the local government area needs to be up-zoned to accommodate a portion of the 2031 dwelling growth figure.  

This analysis shows that despite Department of Planning‟s directive for most growth to occur within centres, Auburn Council will experience most of its growth (particularly over the next 5 to 10 years) within its infill growth areas, and more specifically within three key brownfield sites where significant ongoing dwelling growth will continue to occur. The analysis also shows that local centres are still well equipped to take additional dwelling growth. It reveals that for the purposes of Draft ALEP 2009, no up - zoning is required in local centres or infill areas because of recent growth and future planned growth within brownfield sites. 
 
The analysis also calls for a Residential Development Strategy which would help address local centres roles in absorbing future growth by 2031 and give clarity to an appropriate way forward. This analysis provides a platform for such a strategy.
