AUBURN Development control Plans & Master Plans
 
 
A development control plan (DCP) is a town planning document prepared by Council under the Environmental Planning and Assessment Act 1979 and Environmental Planning and Assessment Regulation 2000.
 
A DCP provides various development controls for single detached houses, town houses, residential flat buildings as well as industrial and commercial development. The DCP also establishes controls for parking, stormwater, environmental issues and other matters. Applicants should refer to the DCP for all development.
 
The following DCPs apply to land where Auburn City Council is the consent authority.

MASTER PLANS
 
The Regency Green Estate - Draft Industrial Business Park Master Plan provides the overall strategy and guiding development principles for future development of the southern portion of the former Regents Park RAAF Stores Depot. The Masterplan has been prepared in accordance with Clause 64 'Staged Development' of Auburn Local Environmental Plan 2000 and was approved under Development Consent DA-608/2003 as Stage One of the re-development of the former Regents Park Royal Australian Air Force Stores Depot. Clause 64 of Auburn Local Environmental Plan 2000 requires all subsequent stages (development applications for development on allotments within the Regency Green subdivision) to have regard to Stage One, therefore development must be designed in accordance with this document.

DRAFT AUBURN DEVELOPMENT CONTROL PLAN 2009 

At its meeting of 3 October 2007, Auburn Council resolved to prepare Draft Auburn Development Control Plan 2009 (DADCP 2009) which will consolidate some 22 individual DCPs into a single overarching draft DCP.

The DADCP 2009 has come about because of state government’s planning reforms introduced in late September 2005. Initially the reforms meant that from that time, a Council could only have one DCP applying to a site. The Department of Planning further introduced transitional provisions in allowing Councils to prepare their consolidated DCPs alongside their new template-based LEPs.

The general approach has been to “roll over” Council’s current policies contained within Council’s current DCPs into the new DADCP 2009. However, Council has prepared studies and strategies which informed policy changes, namely the Carter Street Parking Study and the Auburn Town Centre Heritage Study and the Response Paper to the Auburn Town Centre Heritage Study.

Therefore, on adoption of Auburn DCP 2009, Council‘s new DCP framework will comprise of the following DCPs:

  • Auburn DCP 2009
  • Homebush Bay West DCP 2004
  • No.1 Burroway Road (deemed) DCP 2006
  • Homebush Bay – Wentworth Point Master Plan 2005

EXHIBITION OF THE DADCP 2009

At its meeting of 21 October 2009, Auburn City Council resolved, in part, to exhibit the DADCP 2009 for a period of 8 weeks. Therefore, the draft plans and supporting information are on exhibition from Wednesday, 4th November 2009 to Friday 8th January 2010. Refer to the relevant links below:

      What are the Public Domain Plans and how did they come about?

      As part of the DCP review process, existing public domain controls held in the Carter Street, Regency Green Industrial Estate / RAAF Stores DCP and Newington Code have been excised and re-housed in a series of new individual plans.

      This relocation has occurred because current DCPs will be repealed on the adoption of DADCP 2009 and this action will dissolve all existing public domain controls. Therefore, they have essentially been rehoused in individual plans which will form part of a broader Public Domain Plan framework in the near future.

      WHERE CAN I VIEW A COPY OF THE DRAFT DADCP 2009 and PDPs AND SUPPORTING INFORMATION?

      The draft DADCP 2009 and Draft Public Domain Plans and supporting information may be inspected at Council’s libraries or Administration Centre as follows:

       Should you wish to take away a copy of a draft plan or supporting study with you, Council’s fees will apply.

       How do I make a submission?

       Any person who wishes to lodge a submission in respect of the Draft ADCP 2009 or Draft Public Domain Plans may do so in writing until 4.00pm on Friday, 8th January 2010. Submissions must be in writing and addressed to the General Manager: 

      Please quote the relevant reference numbers on your correspondence. 

      • Reference number D-80-09 for the Draft ADCP 2009; and
      • Reference number D-80-03 for the public domain plans.
